Disclaimer: As independent contractors, it is the responsibility of the Creator Monetization Program participants to keep track of their earnings and to accurately report them in their tax filings. Poe works with Stripe to collect taxpayer information using standardized forms and complete U.S. 1099 filings. General 1099 overview and Stripe FAQs can be found here as a reference. Form 1042-s are prepared by Poe and not through Stripe. Any questions about what you have to report on your taxes should be directed to a tax professional, as Poe cannot provide you with tax advice.
Poe Creator Monetization Program is operated by Quora, Inc. Therefore, on the tax forms you will see Quora, Inc. as the payer or withholding agent.

What is Form W-8 and why is Form W-8 required?
In order to comply with U.S. tax law and complete proper tax reporting, Poe (a U.S. company) needs to obtain confirmation that you are not a U.S. citizen or U.S. resident and do not have a distinct U.S. legal entity for your business. Poe wants to ensure non-U.S. users have the proper earnings reporting and withhold taxes as relevant for tax compliance. According to U.S. tax law, Poe is required to issue an IRS tax Form 1042-s to nonresident aliens who earn payment from price-per-message. Please see the IRS (Internal Revenue Service) page for further information. For any additional questions on whether you are a U.S. citizen or resident and other tax-related questions, please consult a tax professional.
Where can I find my completed Form W-8 or update the form?
From your Stripe Express Dashboard, please click on “Tax Forms” as a selection at the top, and you will be able to download and edit your completed Form W-8.
What is Form 1042-s?
Form 1042-s is required for U.S. tax reporting of earnings to the IRS and to the earnings recipient. This form is a summary of what you earned for the previous tax year shows you what Poe will be reporting to the IRS. In most cases (unless you want to claim back taxes withheld), you do not need to do anything further for U.S. taxes, but please consult a professional tax advisor for any questions or concerns, as Poe cannot provide you personal tax advice.
How does 1042-S e-delivery work?
You will receive an email from Track1099 (no-reply@track1099.com) with a secure link to retrieve your tax form. The email will be sent to the email address which you have provided for Poe sign-up/login. Clicking on the link takes you to an encrypted site where you will be asked to enter the last 4 of your foreign tax ID number (Form 1042 Box 13i, Form W-8BEN Box 6a, Form W-8BEN-e Box 9b) to confirm their identity. If those last 4 match what is on the Form 1042-s and what was provided via Form W-8 via Stripe, you will be sent to a secure page where you can see the form and download it as a PDF. If you don’t have a foreign tax ID number, you will receive your tax form via postal mail.
To the extent if you have not completed your Form W-8 in Stripe and you have $10 or more of earnings, please complete your Form W-8 via your Stripe Express dashboard (see above “Where can I find my completed Form W-8 or update the form?").
Below is a sample electronic tax form delivery email that you can expect to receive from Track1099:

- During the middle of February 2025, you should receive an email from Track1099 (no-reply@track1099.com) that allows you to opt in and retrieve your From 1042-s electronically.
- If you do not access and opt in to e-delivery by March 10th, 2025, your tax form will be sent to you via postal mail. It will take around 10 business days and you can expect to receive tax forms via postal mail at the latest by March 31st, 2025 (10 business days after March 17th, 2025 when the tax forms are due).
I already have a Stripe Connected account. Do I need to do anything?
You will receive an email from Stripe asking for you to update your information for Form W-8 in Stripe Express when you reach $10 of earnings. Form W-8 is valid for three years, and will need to be updated when there is a change in citizenship/residence, as well as any update of personal information - such as legal name, mailing address, tax identification - that is required on the form.
What are Tax Treaty Claims and withholding taxes?
Depending on your country of tax residence and your personal tax situation, your earnings may be subject to withholding taxes dependent on existing available tax treaty (or conventions) that is available between the United States and your country of tax residence. The withholding tax rate ranges between 0% to 30%.
Your earnings are withheld based on the information you provide in Form W-8 (or Form W-9 if you are a U.S. permanent resident abroad). Once you reach earnings of $10 or more, you will be required to provide tax information via Form W-8 before you can receive payout of your earnings. You will see the gross earnings before tax withholding on your dashboard.
Stripe will have a specific section asking you for responses regarding tax treaty claims. For most individuals you can refer to Table 1 by finding your country of tax residence to see under Royalties-Copyright category what would be the applicable withholding tax rate. If there is a tax treaty in place between your local country of tax residence with the U.S., it is likely that a reduced withholding tax rate is available or the income earned from the U.S. may be tax exempt. Please note that each individual’s tax circumstance may be different, so please follow IRS instructions and consult a professional tax advisor to the extent that you are not sure about the correct answer based on your situation.
A permanent establishment or fixed base is defined by the IRS as a fixed place of business.
If you are not filing as an individual or have other special cases, please refer to the forms listed on this IRS page for guidance.

I already have a Stripe Connected account. Do I need to do anything?
If you already have a Stripe connected account, please review your account to make sure your personal information is up to date (Full name, Taxpayer Identification Number/Social Security Number, mailing address, etc.) before December 27, 2024. This will ensure accurate tax information reporting and timely delivery of your Form 1099-MISC or 1099-NEC. Which email address does Stripe use to send Stripe Express invitations?

If you’re unable to find that email, head to this Support site page where you can request a new link to be sent to your email.
However, before doing so, it’s possible that:
- It may be in your spam/junk mail folder. Please search your inbox for an email from Stripe.
- Your platform does not have your most current email address on file. Please check any other email addresses you may have used with your platform, or reach out to your platform to update your email.

If you still are not able to locate your invite email, please reach out to support for help updating your email address and getting a new invite email.
I am enrolled in both the Quora Earnings Program and Poe Creator Monetization Program. Will I receive separate 1099s for my earnings in each program?
If you are enrolled in both programs under the same User ID, we will try to combine your earnings from both programs and report your total combined earnings on one Form 1099-NEC and/or 1099-MISC. Also, we determine 1099 filing requirement based on your total combined earnings in all programs, so even though you may not meet the payout threshold in one program or both programs separately, you may still receive a Form 1099-NEC and/or 1099-MISC based on your total combined earnings in all programs for the calendar year.
Why did I get a 1099-MISC?
Under U.S. tax law, Creator Monetization Program participants that earn through “price per message” of $10 or more within a calendar year will receive a Form 1099-MISC. A 1099 form is used to report independent contractor earnings to the IRS. If you receive earnings below $10 you will NOT receive a Form 1099-MISC.
You can check your state’s requirements here: View 1099 state requirements.
Why did I get a 1099-NEC?
Under U.S. tax law, all Creator Monetization Program that earn through “earn per subscription” of $600 or more within a calendar year will receive a Form 1099-NEC. A 1099 form is used to report contractor earnings to the IRS. You only get a 1099-NEC form after earning more than $600 with a company. If you receive earnings less than $600, you will not receive a Form 1099-NEC.
If your state has a filing threshold lower than $600, you might receive a 1099 form. You can check your state’s requirements here: View 1099 state requirements.
When will my Form 1099 be available?
Your 1099 tax form will be sent to you by January 31st, 2025 (note: paper forms delivered by postal delivery might take up to 10 additional business days).
Starting November 1st, 2024: Stripe will email you instructions on how to set up e-delivery and create a Stripe Express account. If you haven’t already, you’ll need to complete these steps to access your 1099 tax form electronically.
Before mid-January: Confirm your tax information (e.g., name, address, and SSN or EIN) is correct via Stripe Express.
By January 31st, 2025:
- Your 1099 tax form will be available to download through Stripe Express.
- Your 1099 tax form will be mailed to you if you don’t receive an email from Stripe or don’t consent to e-delivery. Please allow up to 10 business days for postal delivery.
- Poe will file your 1099 tax form with the IRS and relevant state tax authorities.
April 15, 2025: IRS deadline to file taxes. You’ll need your 1099 tax form to file your taxes.
In January, we strongly suggest that you ensure all of your tax filing details are up to date in Stripe Express. Your name, address and Taxpayer Identification Number (Social Security Number /Employer Identification Number) are of primary importance.
How will I receive my 1099 tax form?
After you log in to your Stripe Express account, you will be able to consent to e-delivery of your 1099 tax forms. If you do not consent to e-delivery, you will not be able to view or download your 1099 tax forms in the Stripe Express Tax forms page. If you opted in to e-delivery, your 1099 tax form will be delivered electronically near the end of January. If you don’t agree to paperless delivery, Stripe will mail you a paper copy of your 1099 tax form instead.
For some users, Stripe will NOT be able to e-deliver all the tax forms and will instead send a paper copy via postal mail.
How can I download my 1099 tax form?
If you create a Stripe Express account and agree to paperless delivery, Stripe will email you to let you know when your 1099 tax form is available for download via Stripe Express. If you don’t agree to paperless delivery, Stripe will mail you a paper copy of your 1099 tax form instead.
How do I update my tax information?
Open the email from Stripe and click on the “Get started” button, which will prompt you to create a Stripe Express account. After you create an account, you’ll be able to review your tax information (e.g., name, address, and SSN or EIN) and make any necessary changes via Stripe Express. Please update your information no later than mid-January 2025.
Please note: If you don’t agree to paperless delivery by mid-January 2025, we’ll automatically mail your 1099 tax form to the address on file, so it’s critical that your information is current, correct, and complete.
You may find that your 1099 tax form reports your SSN and you want to use your EIN (or vice versa). If that’s the case, you’ll want to reach out to your platform to update your legal entity information.
Please note: If you’re operating as an individual, Sole Proprietorship, or Single Member LLC, the IRS will expect to see the individual owner’s Name and SSN (as opposed to Business Name and EIN) reported on your 1099 tax form.
Why is Stripe requesting personal information like my Social Security Number?
Your Social Security Number is required to get your 1099 tax form properly filed with the IRS. If you have earned enough to qualify for a 1099 tax form, the IRS requires your full details to be verified ahead of 1099 filing.
We process your personal information to ensure we meet our tax and legal obligations. We understand this information is sensitive, so we implement technical and organizational controls to safeguard it. You can learn more about our data protection practices in our Privacy Policy and can contact us at privacy@quora.com if you have any questions.
Are taxes withheld from price per message earnings?
If appropriate mailing address and tax identification number (e.g. Social Security Number) is provided at time of sign up or in the Stripe account settings before your first payment, the withholding rate is zero (no taxes will be withheld) so the amount you see in your dashboard is the amount you have earned and will receive. If no mailing address and tax identification number is provided, Poe will be obligated to withhold 24% of your earnings and remit to the Internal Revenue Service. You will see the gross earnings before tax withholding on your dashboard.
I never received my tax form. What do I do?
Please make sure the mailing address in your Stripe account is up-to-date and correct. If you need further assistance, contact the support team.
I have multiple accounts with different emails. Do I have to sign up multiple times?
If all your accounts pass the 1099 reporting thresholds and your platform is using Stripe Express for e-delivery you’ll be sent invite emails for each account and you’ll need to create an account for each one. Follow the steps in the invite emails.
My information has changed since I signed up for the Creator Monetization Program. How can I edit information?
You can update your information in the Account tab of your Stripe account:
- Under Stripe Express Account, you can update the email address and phone number used to log in to Stripe Express. Please note that only one contact method can be updated at a time.
- Under Language preference, you can choose your preferred language for Stripe Express.
- Under Payout and Professional Details, you can update personal and legal entity information and view your bank account or debit card information for payouts. To update your payout details, please contact the support team.
How do I access tax forms from previous years?
If you were eligible for a 1099 tax form in previous years and your platform used Stripe Express to deliver tax forms in those years, you can use the dropdown menu in Stripe Express to change the year and view prior years’ tax forms.
I believe the amount on my 1099 is not correct. What do I do?
